A man named Cheung Kwok-wah won a third prize in the Mark Six lottery sometime last year, which entitled him to a hefty HKD$47,140 payout. But he didn’t claim it within the 60-day deadline set by the HKJC Lotteries, the South China Morning Post reports. It’s not clear what caused him to forget, but the outcome is a reminder that even a huge windfall can be easily forgotten.

According to John Tse Wing-ling, an associate professor from the City University of Hong Kong’s Department of Applied Social Studies, this problem is worsened by the lottery’s huge payout. He said the massive prize gives people false hope and triggers them to gamble, which is a form of self-destructive behavior. Therefore, responsible betting organizations should not encourage gambling by emphasizing the amount of the prize.

However, he conceded that there is no easy answer to this complex question. It is important to strike a balance between encouraging recreational gambling and addressing its harmful effects. As such, policy solutions should aim to address problem gambling while preserving recreational freedom.
